Chief Executive Officer
Phyllis Weisfield began her career at The Horsham Clinic in 1994 as the Director of Social Work. Since that time, she has held several positions at the hospital, including Clinical Director, Assistant Administrator, and Chief Operating Officer. In 2005, she was appointed to the CEO position. Ms. Weisfield has worked exclusively in the behavioral health field for the past 30 years in direct service and administrative positions. She holds a Bachelor’s Degree in Social Work from Temple University and a Master’s Degree in Social Work from Rutgers University, and remains strongly committed to the principles of the profession.
James B. Congdon
M.D. Medical Director of Adult Services
James B. Congdon, MD is Medical Director of Adult Services at The Horsham Clinic. He is certified by the American Board of Psychiatry and Neurology and has been a member of Horsham’s medical staff since 2002.
Dr. Congdon is a 1977 graduate of the University Of Pennsylvania School Of Medicine. He completed an Internship in Internal Medicine at the Presbyterian – University of Pennsylvania Medical Center, and a Psychiatric Residency at the Hospital of the University of Pennsylvania.
Prior to joining The Horsham Clinic, Dr. Congdon served as Clinical Director of the Lighthouse at Mays Landing, NJ, was Chief of Psychiatry at Lower Bucks Hospital in Bristol, Pa. and was Clinical Director of the Fairmount Institute in Philadelphia.
Robert Kovar, M.D.
Medical Director of Child and Adolescent Services
Robert Kovar, MD has been at The Horsham Clinic since 1992. He was named Medical Director for Child and Adolescent Services in 2001 and oversees the delivery of services to this population for both inpatient and partial services. Dr. Kovar was instrumental in developing our child and adolescent partial hospitalization programs.
Through The Horsham Clinic’s partnership with the Children’s Hospital of Philadelphia (CHOP), Dr. Kovar provides clinical supervision for child psychiatry fellows at CHOP who are training at our hospital.
Dr. Kovar graduated from the Temple University School of Medicine in 1990 with a Doctor of Medicine degree. He completed his Residency in Adult Psychiatry at the Institute of Pennsylvania Hospital, as well as a Fellowship in Child and Adolescent Psychiatry at the Philadelphia Child Guidance Center.
Dave Mauermann is the Assistant Administrator and Director of The Horsham Clinic’s Partial Hospitalization Programs. He started his career with The Horsham Clinic in 1990 as a Mental Health Technician. Mr. Mauermann is directly responsible for oversight of The Horsham Clinic’s support services including Dietary, Plant Operations and Transportation.
Mr. Mauermann has more than 20 years of experience working in the behavioral health field, with a specialty in children and teens. He holds a Bachelor’s Degree in Psychology from Muhlenberg College and a Master’s Degree in Counseling from Gwynedd Mercy College.
Peg Mocharnuk is a Registered Nurse who has more than 30 years experience in all aspects of behavioral health services. Her experience includes direct service in inpatient and crisis intervention services, as well as a leadership role for a national managed care organization. In that role, Ms. Mocharnuk was responsible for oversight of the provider network and performance of all levels of mental health and substance abuse services. As the Risk Manager for The Horsham Clinic, she is responsible for the organization’s Performance Improvement activities.
Kathleen Nichelson has been employed with The Horsham Clinic since 2000. She currently is the Director of Human Resources. Mrs. Nichelson has more than 10 years of behavioral health experience and nine years in the Human Resources field. She received her Bachelor of Arts in Human Resource Management and is certified in Professional Human Resource Management. Her responsibilities consist of overseeing all employee relations, hiring and staff retention, benefits and Workers Compensation. In addition to overseeing day to day responsibilities of the Human Resource department, she participates on Horsham’s Service Excellence and Environment of Care Task Forces.
Director of Business Development
Ms. Smith holds a Bachelor’s Degree in Social Work from Widener University and a Master’s Degree in Human Service Management from Western Maryland College. Ms. Smith has worked in healthcare for more than 13 years, and has a primary focus in geriatrics. She joined The Horsham Clinic in 2008 and was instrumental in developing the Older Adult Program here.
Ms. Smith was appointed to the position of Director of Business Development in May 2008. In that position, she is responsible for the marketing efforts, contracting, credentialing, advertising and website management of the facility.
